    The Trust for Social Achievement is seeking a skilled and highly motivated individual to start work as an Evaluation Officer.  This person will help guide and conduct evaluation of projects implemented and supported by the Trust for Social Achievement.

    ResponsibilitiesThe Evaluation Officer will:

    1. Take the lead on internal evaluation of projects and grants and contribute toward projects’
    review and approval
    2. Take the lead on external evaluations
    3. Conduct research
    4. Support data validation and analysis
    Review and evaluation of projects and grants
     Act as a resource for program staff to develop their data gathering tools
     Set timelines, collection windows, and collective approaches to ensure participation for all data
    collection activities
     Help the program staff set specific, measurable, achievable, realistic, and time-bound indicators
    to measure progress and success of projects
     Monitor and analyse program data against the stated outcomes and synthesize periodic
    monitoring reports for the use of program staff
     Conduct or instigate baseline and endline studies, in cooperation with program officers, to
    ensure a point for comparative analysis
     Prepare evaluation reports and updates for a variety of external stakeholders, including the
    board of directors and for the annual report
     Conduct announced and unannounced site visits to projects and analyse the observed program
    activities against set goals
     Find alternative sources of data to evaluate project success
     Ensure that partners have established effective beneficiary data collection procedures to track
    results
     Contribute to or facilitate workshops with implementing partners to reflect on best practices
    and to share lessons learned in data collection and analysis
    Commission external evaluations
     Help define the scope and scale of external research/evaluation projects based on program
    needs
     Prepare the RFP and other additional information to help facilitate the search of the best/most
    competitive offer for implementation of the research/evaluation project
     Participate in the selection of an agency to implement the research/evaluation project
     Help with the oversight of the implementation of research projects by external contractors;
    propose changes if the proposed methodology is not appropriate for the research questions
     Help with the review and acceptance of the final product of an external research/evaluation
    Conduct research
     Propose and develop policy briefs with executive oversight
     Serve as a resource for program and executive staff to prepare a summary of research findings,
    including analysis of pros and cons of programs of interest, formulate recommendations for
    adoption in case of good fit with TSA’s mission and goals
    Support data validation and analysis
     Help validate and analyze project-related data
     Update beneficiary related data in our grants-management system (Salesforce)

    Qualifications and Experience

     Passion for improving the condition of the disadvantaged, especially the Roma, and concrete
    ideas on how to improve their well-being.
     Bachelor’s degree required; a Master’s degree is an advantage.
     At minimum four years professional experience in the non-profit, educational, or private sector.
     Experience with data management and analysis using statistical software is an advantage (SAS,
    SPSS or others)
     Experience conducting research on education and other social areas and preparing research and
    policy reports.
     Fluency in both English and Bulgarian.
     Willingness to travel up to 30% of the time.
     Familiarity with Microsoft Office and other applications.
     Superior interpersonal skills and an ability to communicate clearly and persuasively with people
    from outside the field.
     A respectful but analytical approach to the work of grantees; an open and experimental
    mindset.
     Close attention to follow-up and detail; ability to administer several tasks simultaneously;
    proven skills at time-management and organization.
     Confidence and willingness to act independently
     Resourcefulness, and flexibility; ability to work both independently and as a part of a team.
     Unquestionable ethics and personal integrity
