    The Trust for Social Achievement is seeking a skilled and highly motivated individual to start work as an Educational Achievement Program Officer.  This person will manage our portfolio of projects within the Educational Achievement program.

    The Program Officer will:

    Perform Analysis and Evaluation
    • Help set priorities, indicators, and intended outcomes for the Trust’s engagement in the educational sphere
    • Conduct in-depth research on successful models and provide analysis on their applicability to the Bulgarian context, including programs designed to:  prevent drop-outs, improve attendance, and increase high school graduation rates. 

    Conduct Outreach
    • Identify local actors currently engaged in a real way at the community-level with educational initiatives
    • Keep abreast of other donors and programs supporting similar initiatives
    • Develop and disseminate policy recommendations, share best practices, advocate for meaningful improvements 

    Design, Review, and Manage Projects
    • Proactively identify promising communities where an educational program has the potential to succeed; work with community leaders to develop activities that will effectively increase educational outcomes; solicit and review grant proposals related to this sphere
    • Manage relationships with grantees and potential grantees.  This will include monitoring grantee progress toward their stated objectives
    • Administer and manage grants and projects, including all stages of project management – including review, approval, monitoring, reporting, and final assessment.
    • Design, manage and analyze online and desktop data sets and databases to support grantees to collect relevant data and assess the effectiveness of programs, critically review results and make informed decisions for improvements
    • Build a network of community actors dedicated to dropout prevention, improved attendance, high school graduation, onward qualification or education, and entry into the labor market. Facilitate opportunities to share best practices and develop local knowledge

    Qualifications and Experience

    This position calls for a solid understanding of the educational landscape in Bulgaria, as well as a demonstrated commitment to work with minority and disadvantaged groups, with an emphasis on the Roma.  The Program Officer should possess the following professional qualifications:

    • Passion for improving the condition of the disadvantaged, especially Roma, and concrete ideas on how to prevent drop-outs, improve attendance, increase graduation rates, and facilitate entry into the labor market
    • Bachelor’s degree required; a Master’s degree is preferred
    • At minimum four years professional experience in the non-profit, educational, or private sector
    • Fluency in both English and Bulgarian
    • Willingness to travel up to 40% of the time
    • Familiarity with Microsoft Office and other applications
    • Superior interpersonal skills and an ability to communicate clearly and persuasively with people from outside the field
    • A respectful but analytical approach to the work of grantees; an open and experimental mindset
    • Critical thinking
    • Negotiation skills
    • Superior writing skills, both persuasive writing as well as analytical writing
    • Close attention to follow-up and detail; ability to administer several tasks simultaneously; proven skills at time-management and organization
    • Resourcefulness, and flexibility; ability to work both independently and as a part of a team
    • Unquestionable ethics and personal integrity
