    Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. As the leading international organization for migration, IOM acts with its partners in the international community to: assist in meeting the growing operational challenges of migration management; advance understanding of migration issues; encourage social and economic development through migration, and; uphold the human dignity and well-being of migrants.

    In Bulgaria, IOM is focusing on responding to the current migration situation in the country, in support of the Bulgarian Government and in cooperation with all other agencies involved.

    Context: Under the direct and overall supervision of the Head of Office (HoO) in Sofia, Bulgaria and in close coordination with regional ICT officer, ITC in Headquarters (HQs) and manila, the successful candidate will be accountable and responsible for coordinating the Information Technology component of all IOM operations under the purview of the IOM Bulgaria.

    Core Functions / Responsibilities:

    1. Provide IT support for IOM Bulgaria project related activities.
       
    2. Coordinate IT needs and interventions with project managers and heads of units to support IOM activities.
       
    3. Suggest plan for the implementation of IT infrastructure changes; install systems, network components and software; suggest best technical solutions in order to achieve programmes/projects standards and objectives.
       
    4. Monitor systems and networks (LAN, WAN) and perform essential maintenance such as server controls, data integrity tasks (back-up, disk space etc). Install and update hardware and software.
       
    5. Plan and organize the installation, operation and administration of security for the various system and network components, including protection against viruses, access to Internet, implementation of IT disaster recovery services.
       
    6. Monitor and identify major gaps and provide recommendations to address any associated risks to minimize downtime and maximize effective utilization of organizational IT resources.
       
    7. Implement in-house information systems and  communication infrastructure to support day-to-day operations. Support the implementation of IOM's corporate applications such as MiMOSA, PRISM and Intranet.
       
    8. Bring to the attention of the HoO relevant aspects in order to ensure the Mission’s adherence to IOM ITC standards and policies, in particular with regards to hardware, network systems, IT security, software licensing, telecoms and IT Procurement.
       
    9. Maintain the office's ITC inventory for hardware and software, including regular updates to the technical documentation of IT networks.
       
    10. Provide ITC assistance and/or training to all end users to ensure productive use of the IT and telecommunications resources.
       
    11. Maintain relationship with local IT partners, suppliers and providers. Make recommendation to HoO and RMO in view of optimizing IT performance of the IOM Bulgaria.
       
    12. Perform other related duties as may be assigned.
       

    Required Qualifications and Experience

    Education

    • Bachelor degree in Computer Science or, alternatively, an equivalent combination of related education and professional experience;
       
    • Demonstrated proficiency with Microsoft Office applications.
       

    Experience

    • Minimum six years of experience years of experience on implementation and administration of Microsoft Windows network environment (LAN/WAN), messaging systems, backup and recovery systems and first level network/desktop support;
       
    • Extensive knowledge in managing and supporting multi-site IT Infrastructure and Application services: Windows Active Directory and Messaging Systems, TCP/IP, Telecoms, Network Protocols, Cisco devices, VPN, VoIP, O365, Antivirus Software and utilities.
       

    Languages

    Fluency in English and Bulgarian is required.
